It argues that Corporate Social Responsibility (CSR) programmes have failed to address the problems of poor working conditions and low pay in the garment industry. Fashion Revolution argue that the Rana Plaza disaster was the ‘direct result of the opaque, complex and speedy way in which the industry functions today’. The Bangladesh Accord on Fire and Building Safety was set up in the aftermath of the Rana Plaza disaster to improve factory standards through building inspections by structural engineers and safety training. Five years since, the vast majority of factories are behind schedule implementing the Accord, a cause for concern as workers continue to be put at risk. Bangladesh saw widespread protests by garment workers over low wages in early January 2019.
